The key to this question is what part of America will the play take place in - if in the Carolina's, then human society is dominant and Social Stigma is handled by the human outlook on your race.
If the play is in between dominant societies (like in Kansas, where elf and human are equally encountered) then the stigma will not be relevant. |

Using the Basic book, I have the US, Republic of Texas and the Orc Federation at TL:5. The elfs, dwarfs and halflings are TL:2. The Mexicans are TL:3.
Appropriate Primitive disadvantage will need to be added to racial templates.
A character who starts with familiarity with multiple Tech Levels (and NPCs) will need to buy a Unusual Background for 10 points. Familiarity gained thru RP does not have to be covered by a UB.

The mana level for most of America is low normal (-2 to skills) with some sacred areas having levels being normal high (+2 to skills).
Most of the rest of the world is low (-5 to skills) with some areas being as high as normal (+0). |
